Chapter 1 — Organization

2-01/000.00 — Code of Ethics

Every deputy's core commitment:

  • Serve mankind; safeguard lives and property.
  • Protect the innocent, weak, and peaceful against deception, oppression, and violence.
  • Respect Constitutional rights — liberty, equality, and justice for all.
  • Keep personal life exemplary; maintain calm, self-restraint, and constant mindfulness of others' welfare.
  • Be honest in personal and official life; obey laws and Department regulations.
  • Keep confidential information secret unless disclosure is required by duty.
  • Never let personal feelings, prejudices, or friendships influence decisions.
  • Enforce the law courteously, without fear, favor, malice, or ill will.
  • Never use unnecessary force or accept gratuities.
  • The badge is a symbol of public faith and trust — uphold it.

Chapter 3 — Department Structure

2-03/000.00 — Divisions

The Department is organized into the following Divisions:

  • Professional Standards Division
  • Administrative and Training Division
  • Custody Services Division — General Population
  • Detective Division
  • Special Operations Division
  • Central Patrol Division

Command levels within a Division:

  • Level 1 — Division Chief/Director: Heads a Division.
  • Level 2 — Area Commander/Asst. Division Director: Second in command; oversees functional groups.
  • Level 3 — Captain/Director: Commands a specific bureau, station, jail, or operation.

2-03/010.00 — Facilities

Stations: Dilimore, Ganton. Jails: Twin Towers Detention Facility, detention cells at the Stations.

Phase 13 note (Q-18, D-067): this manual lists only Dilimore and Ganton as stations — "Sheriff's Vinewood Station" doesn't appear anywhere in it. See §12/§15 of the project guide.

Chapter 6 — Patrol Divisions

2-06/010.00 — Functions & Responsibilities

Patrol Divisions are responsible for: protecting life and property, preserving the peace, preventing and suppressing crime, apprehending law violators.

2-06/020.00 — Jurisdiction

Unincorporated County areas and contracted cities. May assist other incorporated cities on request.

2-06/030.00 — Station Responsibilities

Each station performs four core service functions: Patrol, Traffic, Investigation, Jail management.

2-06/040.00 — Traffic Services Detail (TSD)

The Traffic Services Detail supports Patrol Divisions by overseeing the Department's traffic enforcement programs and collision investigation functions across all stations. TSD ensures consistent traffic standards, provides technical expertise, and coordinates the Department's response to serious and fatal collisions. Key responsibilities include:

  • Responding to and investigating traffic collisions involving Department vehicles or on-duty personnel that result in death, serious injury, or substantial property damage.
  • Responding to and investigating collisions arising from pursuits, Code 3 operations, or surveillance mode.
  • Staffing the Traffic Collision Response Team — a unit of trained investigators who assume functional supervision of qualifying collision scenes and assist station personnel.
  • Developing and maintaining traffic-related Department policies and procedures.
  • Coordinating the Commercial Vehicle Enforcement Program and providing technical expertise for collisions involving commercial vehicles or hazardous materials.
  • Monitoring all employee-involved traffic collision reports and maintaining countywide traffic data and statistics.
  • Participating in station traffic program inspections and providing guidance on traffic enforcement standards.
  • Assisting the Training Bureau with formal traffic training programs, including collision investigation.

2-06/040.05 — Station Traffic Supervisor

Each station commander shall appoint a lieutenant or sergeant as the Station Traffic Supervisor, serving as the primary point of contact with TSD. Responsibilities include:

  • Gathering, analyzing, and forwarding traffic statistical information to TSD.
  • Supervising and assisting deputies at the scene of serious injury and fatal collisions within the station's patrol area.
  • Notifying TSD and the Watch Commander whenever a Department vehicle collision meets TSD response criteria.

Phase 13 note: the manual describes TSD as a detail under the Patrol Divisions, not a division of its own — see the D-067 contradiction note in the project guide (§14, §15) for how this relates to TACTICOOL's TSD division code.

Chapter 7 — Administrative Services Division

2-07/100.00 — Training Bureau

The Training Bureau is responsible for:

  • In-service and civilian training programs (POST-compliant)
  • Developing and updating training curriculum
  • Operating Sheriff's Ranges; weapons/ammo research and testing
  • Driver Training and vehicle testing programs
  • POST liaison; certificate applications and reimbursement claims
  • Purchase, dissemination, and repair of Department weaponry
  • Training film production and Film Library maintenance
  • Outside travel and training coordination
  • Tactics and Survival Training Center operations
  • Recruit training — scheduling, staffing, and administration
  • Training Committee agenda preparation
  • Physical agility test administration and Uniform Committee

Chapter 8 — Detective Division

2-08/000.00 — Detective Division Overview

The Detective Division is responsible for the investigation of major crimes throughout the County. It coordinates investigative resources across specialized bureaus to support patrol operations, prosecute criminal offenders, and disrupt criminal organizations.

2-08/010.00 — Operations Safe Streets Bureau (OSS)

The Operations Safe Streets Bureau focuses on suppressing violent street crime, gang activity, and organized criminal networks across the County. OSS works in close coordination with patrol stations, federal partners, and prosecutorial agencies to identify, target, and dismantle criminal organizations. Key responsibilities include:

  • Coordinating countywide gang suppression and enforcement operations.
  • Investigating gang-related homicides, assaults, and other violent crimes.
  • Building and maintaining gang intelligence and tracking known gang members.
  • Supporting patrol stations with investigative resources and tactical guidance.
  • Collaborating with federal and local agencies on joint task force operations.

Phase 13 note (D-067): the manual places OSS under the Detective Division, as a bureau — not as its own division. TACTICOOL's OSSB division code is an access model, not the org chart; see §14/§15.

2-08/010.05 — Gang Enforcement Team (GET)

The Gang Enforcement Team (GET) is a specialized unit operating under the Operations Safe Streets Bureau. GET deputies are assigned to specific patrol stations and unincorporated areas with significant gang activity. Their primary mission is the proactive suppression of gang crime through enforcement, intelligence gathering, and community engagement. Responsibilities include:

  • Proactive patrol and enforcement in gang-impacted areas.
  • Documenting and registering gang members in compliance with San Andreas law.
  • Developing and maintaining informant networks and gang intelligence files.
  • Enforcing gang injunctions and court-ordered restrictions.
  • Working with community organizations and schools to provide outreach and prevention resources.

Chapter 9 — Special Operations Division

2-09/000.00 — Special Operations Division Overview

The Special Operations Division provides the Department with specialized tactical, aerial, and enforcement capabilities beyond the scope of standard patrol operations. The Division responds to high-risk incidents, supports patrol and investigative units, and conducts specialized operations throughout Los Santos County.

2-09/010.00 — Aero Bureau

The Aero Bureau provides airborne law enforcement support to all Department units and allied agencies operating within Los Santos County. Operating under the Special Operations Division, the Aero Bureau enhances ground operations through aerial surveillance, search and rescue, and tactical support. Responsibilities include:

  • Conducting aerial patrol and surveillance over unincorporated and contract areas of the County.
  • Providing tactical air support during vehicle pursuits, barricaded suspect incidents, and other critical incidents.
  • Coordinating Surveillance Mode operations during vehicle pursuits in accordance with Department pursuit policy.
  • Performing search and rescue operations, including water rescue and wilderness recovery.
  • Providing medical evacuation (medevac) support in coordination with emergency medical services.
  • Maintaining and operating all Department aircraft, including helicopters and fixed-wing aircraft.
  • Training and certifying all Department flight personnel.

2-09/020.00 — Special Enforcement Bureau (SEB)

The Special Enforcement Bureau is the Department's primary tactical unit, providing specialized law enforcement capabilities for high-risk operations that exceed the resources of standard patrol. SEB is responsible for the planning and execution of complex tactical operations, crisis response, and specialized enforcement throughout Los Santos County. Responsibilities include:

  • Responding to barricaded suspect situations, hostage incidents, and active shooter events.
  • Serving high-risk arrest and search warrants.
  • Providing dignitary and witness protection details as required.
  • Conducting canine (K9) operations in support of patrol, detection, and tactical missions.
  • Providing prisoner transportation for high-security inmates and transfers.
  • Supporting extended patrol assignments at stations during periods of elevated threat or civil unrest.
  • Maintaining proficiency in tactical driving, less-lethal weapons, and specialized equipment.

Phase 13 note (D-067): the manual places SEB under the Special Operations Division, as a bureau — not as its own division. TACTICOOL's SEB division code is an access model, not the org chart; see §14/§15.

Chapter 10 — Custody Divisions

2-10/010.00 — Functions & Responsibilities

Custody Division manages: operation of the County jail system; custody, security, rehabilitation, and care of all sentenced and pretrial inmates; inmate court appearances, housing, bails, fines, and release date records.

2-10/040.40 — Twin Towers Correctional Facility

  • Houses all male mental health inmates; treatment provided by the Dept. of Mental Health.
  • Home of the Correctional Treatment Center.
  • Second tower: houses the most security-intensive male inmates in the system.
  • Houses both Custody Operations and Correctional Services Divisions.
