1-01/000.00 — The Department Manual
The official manual of the Sheriff's Department is titled "Manual of Policy and Procedures." Key points:
- Prepared and distributed by the Manuals and Orders Unit, Risk Management Bureau, Professional Standards Division.
- Individual division/unit manuals may exist but must not conflict with this manual.
- Any document with potential policy conflicts must be routed through the Manuals and Orders Unit before publication.
1-01/010.00 — Manual Defined
This manual consolidates existing Department-wide orders and manuals. It covers policy and procedures that affect two or more Divisions.
1-01/020.00 — Validity of Content
- If any part is found illegal, incorrect, or inapplicable, the rest of the manual remains valid.
- Omissions are not automatically permissive or prohibitive — use judgment based on circumstances.
- Section titles do not limit or change the meaning of any content.
- This manual is the basis for administrative sanctions. Violations of law may lead to civil or criminal sanctions.
1-01/050.00 — Grammatical Construction (How to Read This Manual)
When reading this manual, apply these rules:

| Singular | Also includes plural. |
| "Shall" | Mandatory — must be followed. |
| "May" | Permissive — allowed but not required. |
| Employees / Members / Personnel | Includes all Department staff, sworn and civilian. |
| Division | Also includes region. |
| Unit Commanders | Also includes Directors, where applicable. |

The manual is divided into four levels: Volumes, Chapters, Sections, Subsections.
1-01/060.10 — Numbering System
Each section uses an 8-digit reference number. Example (1-01/010.05):

1-01/060.15 — Page Dates & Revisions
- A page date below the section number shows when that chapter was last published.
- An asterisked (*) date at the lower right corner means a revision was made since original publication.
- If a section spans multiple pages, the page number is repeated with "Cont'd."
